HAI-MCP is a governance control-plane server that explicitly avoids shell execution, git operations, and LLM calls, and it enforces owner-gated nonce and bearer-token auth for sensitive actions. The reviewed portion (README and mission.py) shows fail-closed validation, path confinement, and a hash-chained audit log, with no evidence of exfiltration or hardcoded secrets; the remaining source files were truncated and were not reviewed. Minor observations are limited to the honor-system ack_legacy mode and the optional HTTP transport being loopback-only by default without auth enforced beyond HAI_HTTP_TOKEN.
